In order to free up parking spaces and curb congestion, Guangzhou’s Price Bureau this week unveiled increased parking fees which will go into effect on 1 August. After consultation with experts and the public, the city government approved several parking-related measures. Three parking zones with differentiated prices are to be applied and paid on-street parking can now be introduced on all of Guangzhou’s streets. The central zone with the highest parking prices covers all central areas of Guangzhou, including most of Liwan, Yuexiu and Tianhe districts. On-street prices in this zone are 4 RMB/15 minutes ($2.60/hour) between 8am-10pm. The 15 minute increments are meant to increase turnover of parking spaces. At night 1 RMB/15 minutes (maximum 10RMB) is charged. For off-street parking spaces in commercial buildings (offices, shopping centers, etc.) the same prices and regulations apply, although the prices reflect maximum prices, where owners can decide to charge lower rates. The prices for on-street and commercial off-street see a rise of 60% and are enacted over the entire city area. Guangzhou’s on-street parking fees will be the highest in China.

Maximum residential off-street parking prices rise as well, but at a lower rate. In parking garages in the central zone monthly rental rates are increased from 400 to 500RMB ($81). Private investors complain this still does not recoups costs. For outdoor residential parking in the central zones monthly fees remain 200 RMB.

Extra income generated from higher parking fees is earmarked for investment in public transport and Park and ride in the periphery. Guangzhou’s agencies will monitor the impact of the new fees and zones and adjust accordingly. Incremental parking fees, where the hourly parking increases with longer parking, are still under study.
