ITDP China’s work in Harbin has addressed parking reform, pedestrian and cycling accessibility, and public transit. In 2012, ITDP China produced policy recommendations for on-street and off-street parking, commissioned by Harbin’s newly developing Songbei District. The proposal provided Harbin with tools to restrict private car use and promote sustainable transportation such as adding parking standards for new developments and creating parking caps. Previously, in 2008, ITDP China worked to redesign roads in Harbin’s new Qunli District and assist in the project’s implementation. Additional projects and studies focused on pedestrian and bicycle facilities improvements downtown, and a proposed BRT network for Harbin. ITDP China produced numerous detailed designs and proposals for bike share and BRT networks, and continues to advocate for their implementation.
